Requires the Department to help eligible students, teachers, and others get equal chances to join programs and meet high standards. Organizations (not individuals) applying for program funds must describe in their application the steps they will take to remove barriers and ensure fair access for people with special needs, including those based on gender, race, color, national origin, disability, and age. The Secretary can set rules and offer technical help. It does not change rights under section 1221(d).
