The Secretary may allow applicants to file applications that cover more than one fiscal year and can require any changes to those applications that the Secretary thinks are needed. The Secretary must, as much as possible, set the same yearly deadlines for sending in and approving applications across programs. The Secretary must also, as much as possible, create and require common application forms so one form can be used for many programs: formula grants run by State education agencies, competitive or discretionary grants run by State education agencies, and grants run directly by the Secretary.
