Local school districts that get federal money through the State must send one general application to the State covering all those programs. The application must include promises that the district will follow the law and program rules; keep funds and property under public control and have a public agency manage them; use proper accounting and spending controls; make required reports and keep and give access to records (including those required under section 1232f); give teachers, parents, and others a chance to help plan and run programs; make applications, plans, evaluations, and reports available to the public; for construction projects, follow State construction plans, consider good architecture and design, and meet accessibility standards under section 794 of title 29; share useful research and promising practices with teachers and administrators; and not buy equipment if the purchase would give a direct financial benefit to any organization that represents the district or its employees or to an affiliate. The application stays in effect for the life of the covered programs. The State cannot ask for a new or changed application unless Federal or State law changes or a major change affects one of the promises.
