Title 20 › CHAPTER 33 — EDUCATION OF INDIVIDUALS WITH DISABILITIES › SUBCHAPTER IV — NATIONAL ACTIVITIES TO IMPROVE EDUCATION OF CHILDREN WITH DISABILITIES › Part B — Personnel Preparation, Technical Assistance, Model Demonstration Projects, and Dissemination of Information › § 1463
The Secretary must give competitive grants, contracts, or cooperative agreements to eligible groups to provide technical help, run model projects, share useful information, and put research-backed activities into practice to help children with disabilities. Money must be used to improve services and professional practices so children with disabilities do better in school. That includes preventing and handling behavior and emotional problems, improving and aligning tests and alternate assessments, training regular and special teachers for different learning styles, sharing effective curricula and ways to support transitions (including school-to-postschool), and using solid research to change policies, procedures, and how staff are trained and used. The Secretary must keep a balance across all child age groups and support projects that link States to technical resources and research through libraries, electronic networks, parent training, and the National Center for Education Evaluation and Regional Assistance. Eligible groups must apply to the Secretary with required information and, as much as possible, show their project is supported by valid research under National Center for Education Research standards. The Secretary may give priority to projects that directly serve teachers and school staff.
