Allows the Foundation to run its work by hiring staff and setting pay, but no employee except the Executive Secretary may be paid more than the GS‑15 rate in section 5332 of title 5. It may hire temporary experts and consultants at pay no higher than the GS‑18 rate in section 5332. The Foundation can make its own rules for carrying out duties, take donations and use or sell them for its purposes, use unpaid volunteers and repay their travel and per diem under section 5703 of title 5, enter into contracts or grants (and, with two‑thirds of the Board, do so without bonds or following section 6101 of title 41), make certain advance or progress payments without regard to section 3324(a) and (b) of title 31, rent office space in Washington, D.C., and spend money it needs to operate. The Foundation must send a yearly report on its activities to the President and to Congress.
