§2012 Administrative Provisions

Summary

Lets the Foundation do what it needs to run the program. It can hire staff and set pay (no employee except the Executive Secretary may be paid more than the General Schedule grade 15 rate in section 5332 of title 5). It can hire temporary experts and consultants (paid no more than the GS‑18 rate in section 5332 of title 5). It can make rules for how it works, accept donations and use or sell donated property for Foundation purposes, take volunteers and pay their travel under section 5703 of title 5, rent office space in Washington, D.C., and make other necessary spending. The Foundation can enter into contracts, grants, and changes to them (and, with two‑thirds of the Board agreeing, do so without performance bonds and without regard to section 6101 of title 41). It may make advance or progress payments without regard to section 3324(a) and (b) of title 31. The Foundation must send an annual report about its work to the President and to Congress.
