The Secretary can buy, lease, condemn, build, improve, repair, run, and keep up certain property. That includes schools (only if the Department is allowed to operate them under this chapter), labs, research and testing sites, housing for employees and their dependents, and personal property (including patents). The Secretary can also set up or contract for eating and other welfare facilities for employees and buy and maintain equipment. The powers the Secretary of Health, Education, and Welfare has under section 2564 are also given to the Secretary. The authority above can only be used for special-purpose facilities that cannot be easily reassigned to similar Federal activities and that are not available from the Administrator of General Services.
