The Foundation must give competitive grants to colleges, businesses, nonprofits (including schools), school districts, professional groups, museums, libraries, public broadcasters, and state agencies to run workshops and training institutes for K‑12 teachers and supervisors. The goal is to help teachers learn more math and science and to improve how they teach those subjects. The Foundation must spread institutes fairly among the States and fund at least one institute in each State unless that State has no acceptable proposal. Grants over $300,000 in a year that involve more than two partners can be approved at the Director’s discretion. Whenever possible, tech and other businesses should help. If a non‑district group applies, a local school district must be involved in planning; if a school district or state agency applies, one or more eligible partners must help plan.
