Equipment means machines, utilities, built-in fixtures, and any buildings or enclosures needed to house them, plus everything needed for the place to work as an educational facility, like teaching tools, furniture, books, and audio‑visual materials. State agency for higher education means the state board or agency that mainly oversees colleges and universities, or if none exists, the agency or official the Governor or state law picks.
