The State must pay, up to the amount it receives from the Secretary, the federal share of costs to each applicant approved under section 3997. The federal share is 75% each fiscal year, but a waiver under section 3995(c) can raise it to 100%. The non‑Federal share can be cash or fairly valued items like equipment or services. Unless subsection (c) applies, each State gets either its share of funds under chapter 1 of the Education Consolidation and Improvement Act or $225,000, whichever is larger. If not enough money is appropriated, those grants are reduced proportionally.
