Each state governor must keep records about asbestos in school buildings. The records must show where asbestos is found, what testing or cleanup work was done (including what materials replaced removed asbestos), and what repairs were made to bring buildings back to their earlier condition. Every year, following the Administrator’s procedures, the governor must send the Administrator a ranked list of all schools in the state (public or private) that are candidates for asbestos cleanup and must send the financial-aid applications from local school districts for those schools. The ranking must be based on how serious the asbestos exposure is. The governor also must certify that each application’s statement of financial need is accurate. To decide financial need, the governor should consider measures such as the State’s need measure, local per‑person income, local tax rates compared to others, project cost versus the district’s budget, the district’s borrowing ability, extra costs for disadvantaged students, and any other signs of limited funds.
