Title 20 › Chapter 52— EDUCATION FOR ECONOMIC SECURITY › Subchapter V— ASBESTOS SCHOOL HAZARD ABATEMENT › § 4021
Authorizes up to $200,000,000 each year for fiscal years 1991, 1992, 1993, 1994, and 1995 for an asbestos abatement program. It also allows using whatever money is in the Asbestos Trust Fund each of those years for the same purpose. Money that is appropriated can be used until it is all spent. Each State must get at least one-half of 1 percent (0.5%) of the money available or the amount its applicants ask for, whichever is less, and those amounts must be obligated before the end of the fiscal year. The law limits administrative set-asides to no more than 5% of the yearly funds for things like training, guidance, rules, testing, and technical help. The Administrator may also use up to 5% to give grants to States to help local school agencies with required reinspections and training and to set up programs that accredit people who do asbestos inspections and cleanup. Definitions: State — each State, the District of Columbia, Puerto Rico, the Bureau of Indian Affairs, and (together) Guam, American Samoa, the Virgin Islands, the Northern Mariana Islands, and the Trust Territory of the Pacific Islands.
