The Secretary and Gallaudet University must make and update an agreement that controls how the University's elementary and secondary programs operate, carry out their national mission, and handle construction and equipment. Either the Secretary or the University decides when an update is needed. The agreement must: make sure federal money for the Kendall Demonstration Elementary School and the Model Secondary School for the Deaf is used only for its intended purposes and under this chapter; require an annual report to the Secretary included under section 4354 of this title about operations and national mission activities; require facility designs to include advanced hearing and visual equipment; require contractors’ laborers and mechanics on federally funded construction to be paid at least the local prevailing wages set by the Secretary of Labor under subchapter IV of chapter 31 of title 40 (with the Secretary of Labor’s role under Reorganization Plan Numbered 14 of 1950 (5 U.S.C. App.) and section 3145 of title 40); and allow the Secretary or University to add other conditions needed to carry out the part.
