The Secretary can award competitive grants, contracts, or cooperative agreements to eligible groups to pay for cultural programs run by experienced nonprofits. The programs must either make life better for deaf and hard-of-hearing children and adults, increase public understanding of deafness and the achievements of deaf people, or help hearing, deaf, and hard-of-hearing people come together. Groups that want funding must apply to the Secretary when and how the Secretary requires and give the requested information. Money can be provided as needed for fiscal year 2009 and each of the five succeeding fiscal years.
