Title 20 › Chapter 55— EDUCATION OF THE DEAF › Subchapter II— GENERAL PROVISIONS › § 4360
Create a commission to do a national study on how deaf people are educated and to find which school-related barriers stop them from doing well in college or work and which factors help them succeed. "Deaf" here means anyone with a hearing loss, including people who are hard of hearing, who lost hearing later in life, or who are profoundly deaf. The commission must ask for public input by posting a notice in the Federal Register, talking with groups for deaf people, parents, teachers, and researchers, and may hold public meetings. It must give structured chances to hear and respond to those views. The commission must send a report to the Secretary and Congress no later than 18 months after August 14, 2008, with recommendations (including possible laws) and a detailed summary of the input. Funds may be provided as needed for fiscal years 2009 and 2010.
