Defines key words used in this chapter. “Foundation” is the Barry Goldwater Scholarship and Excellence in Education Foundation created under section 4703(a). “Board” is the Foundation’s Board of Trustees created under section 4703(b). “Fund” is the Barry Goldwater Scholarship and Excellence in Education Fund set up under section 4707. “Institution of higher education” means any school that fits the definition in section 1001. “State” means each of the 50 States, the District of Columbia, the Commonwealth of Puerto Rico, Guam, the United States Virgin Islands, American Samoa, the Commonwealth of the Northern Mariana Islands, the Republic of the Marshall Islands, the Federated States of Micronesia, the Republic of Palau, and any other U.S. territory or possession. “Eligible person” means (A) a permanent resident alien of the United States; (B) a citizen or national of the United States; (C) a citizen of the Republic of the Marshall Islands, the Federal States of Micronesia, or the Republic of Palau; or (D) anyone who may be allowed to live and work in the United States as a nonimmigrant under the Compact of Free Association agreements with those countries.
