Title 20 › Chapter 59— BARRY GOLDWATER SCHOLARSHIP AND EXCELLENCE IN EDUCATION PROGRAM › § 4710
The Foundation can hire up to three employees (in addition to the Executive Secretary named under section 4709) to run the programs. Their pay cannot be higher than the top GS‑15 rate under 5 U.S.C. 5332, and they get locality pay under 5 U.S.C. 5304 subject to the limit in subsection (g). The Foundation can also hire temporary experts at no more than the Executive Schedule Level IV rate, make its own rules, accept and use or sell gifts, take unpaid volunteers and pay travel per diem under 5 U.S.C. 5703, enter contracts or give grants with approval of two‑thirds of the Board without bonds and without following 41 U.S.C. 6101, rent office space in the Washington, D.C. area, spend up to 5% of its annual budget on career development for Goldwater Scholars, spend up to 5% on fundraising costs, and make other needed expenditures. The Foundation must send an annual report about its work to the President and to Congress.
