Title 20 › Chapter 68— NATIONAL EDUCATION REFORM › § 5801
Creates a national plan to help reach the National Education Goals. It pushes for coordinated school reform across the country and aims to improve teaching and learning in classrooms and workplaces. It clarifies what the Federal, State, and local governments should do. It also sets up reliable ways to build broad agreement and to help develop and certify high-quality, internationally competitive content standards and matching tests. The plan supports new programs at every level so all students can meet high academic and job-skill standards and succeed as workers and citizens. It guides the reauthorization of Federal education programs by giving a clear vision, setting strong standards, encouraging state and local improvement plans, supplying resources to schools (including those with high needs), and promoting technology. It also encourages a voluntary national system of skill standards and certification and helps elementary and secondary schools that get funds involve parents and families in their children’s learning.
