Title 20 › Chapter 68— NATIONAL EDUCATION REFORM › § 5802
Defines important words used in several parts of the education law. It explains who "all students" or "all children" includes (students from many backgrounds such as disadvantaged students, different racial and ethnic groups, American Indians, Alaska Natives, Native Hawaiians, students with disabilities, students with limited-English, school-aged dropouts, migratory students, and academically talented students). Other key terms are given short meanings: "Bureau" means the Bureau of Indian Affairs. "Community," "public," and "advocacy group" include groups that work for the education of American Indian, Alaska Native, and Native Hawaiian children and Indian tribes. "Content standards" are broad descriptions of the knowledge and skills students should learn. "Governor" means the State’s chief executive. "Local educational agency" and "State educational agency" use the meanings in section 8801. "Outlying areas" means Guam, American Samoa, the Virgin Islands, the Commonwealth of the Northern Mariana Islands, Palau (until the effective date of the Compact of Free Association with the Government of Palau), the Republic of the Marshall Islands, and the Federated States of Micronesia. "Performance standards" are clear examples of what students must know and be able to do. "Related services" has the meaning in section 1401. "State assessment" means measures of student performance that include at least 1 instrument and may include other measures to judge all students’ progress toward State content standards in 1 or more subject areas. "School" means a public school under the State or local educational agency, and for carrying out section 5895(b), a school run or funded by the Bureau. "Secretary" means the Secretary of Education. "State" means each of the 50 States, the District of Columbia, the Commonwealth of Puerto Rico, and each of the outlying areas. For subchapters IV–IX, most terms use the meanings in section 8801, except "Bureau" still means the Bureau of Indian Affairs and "Secretary" means the Secretary of Education.
