The Secretary must give competitive grants to eligible local educational agencies (local school districts that qualify). The grants fund projects that help reach National Education Goal Six by making schools safe and free from violence. Each grant can last no more than two fiscal years and cannot be more than $3,000,000. Whenever possible, grants should be awarded to both rural and urban districts. Congress authorized $50,000,000 for fiscal year 1994 to run this program. Each year the Secretary may reserve up to 10% of that amount for national activities in section 5966, and 50% of the reserved money must be available that fiscal year to carry out the program in section 5966(b).
