Use funds set aside under section 5962(b)(2) to run national programs. The Secretary may pay for research, program development and evaluation, data gathering, public awareness, training and technical help, and sharing information about successful projects through research groups. The Secretary can give grants to noncommercial TV or telecom groups to make and share videos that teach conflict resolution and responsible choices. The Secretary must review applications and must write a safe‑schools model so schools can include all students, including those with language barriers. The Secretary can do this work directly, with other agencies, or by grants and contracts. The Secretary must name the District of Columbia a national model city. Each fiscal year the Secretary must give enough money from section 5962(b)(2) to the local school agency in the District to run a full program to address school and youth violence.
