Defines the key words used in this part. Local operating agency — a local school agency that gets State funding for this program, a public or private group the State or the Secretary hires to run a project, or the State education agency if it runs the migrant program itself. Migratory agricultural worker — someone who moved in the past 36 months for economic reasons and then took new temporary or seasonal farm work or supported themselves on a farm (including dairy or first processing); if they did not get work right away they still count if they tried to find such work and have a recent pattern of moving for farm jobs. Migratory fisher — the same as above but for temporary or seasonal fishing work. Migratory child — a child or youth who moved in the past 36 months either as a migratory agricultural worker or fisher, or who moved with or to join a parent or spouse who is. Qualifying move — a move for economic reasons from one home and school district to another; for a single-district State it means moving between administrative areas, and for a district over 15,000 square miles it means moving 20 miles or more to a temporary home.
