State agencies must spend these funds only on programs that match the State plan and that help young people move on to finish high school, get career or technical training, continue their education, or find a job. Programs can pay for things like equipment, pay-for-success projects, or special services for youth involved in both child welfare and juvenile justice. Programs must focus on students the agency finds are failing or most at risk, help meet their learning needs, improve the services they get, and give them a chance to reach the State’s academic standards. These activities must follow rules that keep federal funds from replacing other education funds. If a program adds extra instructional hours, it counts as adding to (not replacing) regular instruction no matter which subjects are taught.
