Requires any group that gets a State subgrant to send the State education agency a report at the end of every two fiscal years they get the money. The report must be on a form the State gives and must include: a description of the programs and how they added to State or local programs; the number and percentage of English learners making progress toward English proficiency (shown overall and broken down at least to show those with disabilities); the number and percentage who reach English proficiency by the end of each school year using the State’s standards and tests; the number and percentage who leave the language program because they became proficient; the number and percentage meeting State academic standards for each of the 4 years after they stop getting services (overall and at least by disability); the number and percentage still not proficient within 5 years of first being labeled an English learner and first enrolling in the district; and any other information the State asks for. The report must be used by the local group and the State agency to improve the programs. Agencies specially qualified under the same subpart must send the same reports to the Secretary.
