The Secretary of Education can use money from section 7246 to give yearly grants to statewide organizations or coalitions to create statewide family engagement centers. These centers either run parent and family education programs or give training and technical help to state and local education agencies, schools, and groups that support family–school partnerships. Whenever possible, each center’s grant should be at least $500,000. After the first year, grant recipients must show some services are paid for with non‑Federal funds or in‑kind donations. The Secretary may keep up to 2 percent of the section 7246 funds to pay for technical assistance through competitive grants or contracts to help create, develop, and coordinate the centers.
