Sets who can get grants and gives plain meanings for three key terms used in the program. Eligible entity — For one kind of grant, eligible entities are a college or university, an Indian tribe or tribal group, or a nonprofit that partners with at least one partner such as a high-need school district, a college, the office of a chief elected local official (for example, a mayor’s office), or an Indian tribe. For the other kind of grant, an eligible entity is a group made up of at least one local school district or the Bureau of Indian Education plus at least one community-based organization, nonprofit, or other public or private partner. Full-service community school — A public elementary or secondary school that works with community partners to bring and coordinate education, family, health, and other supports into the school and makes those services available during the school year, outside normal hours, and in the summer. Pipeline services — A connected set of supports from birth through entering and succeeding in college or training and starting a career that must include, at minimum, high-quality early childhood programs; strong school and out-of-school programs; help with transitions between grade levels and into postsecondary education and work (including readiness checks if needed); family and community engagement; postsecondary and job-readiness activities like job training and internships; community-based supports to keep students connected; health, nutrition, and mental health services; and juvenile crime prevention and rehabilitation.
