Grants fund eligible organizations to coordinate services at full-service community schools. To apply, an organization must send an application to the Secretary and include a description of the group, a memorandum of understanding with its partners, proof it can run services at 2 or more full-service community schools, and a detailed plan. The plan must show who will be served, a needs assessment, yearly measurable goals to make children ready for kindergarten, doing better in school, and safe, healthy, and supported by involved parents, and a list of pipeline services (why chosen, how they will help, and how they meet the goals). The plan must also show each school will have a full-time pipeline services coordinator, training and facility use plans, annual evaluation plans, and how services will continue after the grant. The applicant must focus on schools that qualify for a schoolwide program under section 6314(b). The Secretary will give priority to applicants that serve at least 2 qualifying schools or include certain local education agencies, are broad or proven consortia, and will use evidence-based activities. Up to 10 percent of a first-year grant may be used for planning. Grants cannot be less than $75,000 per year. Grant funds must coordinate at least 3 existing pipeline services and add at least 2 new ones at 2 or more public schools, integrate services, and coordinate with community groups and agencies. The Institute of Education Sciences will evaluate the program, and grantees must do yearly evaluations, use results to improve services, and make results public. Employee rights are not changed. Funds must supplement, not replace, other federal, state, or local funds.
