The Secretary must pay each local educational agency (for example, a school district) that has an approved application the amount set under section 7423, unless rules in parts (b) and (c) stop the payment. The Secretary must tell the agency how much it will get by June 1 of the year the payment is made. The Secretary cannot make a grant for a fiscal year if the State uses these federal payments when deciding a district’s eligibility for State aid or the amount of State aid in that year or the year before. Each agency must keep up its required spending under section 7901 or its payments may be reduced under that section. The Secretary may reassign any funds that agencies will not need or that otherwise become available in whatever way best serves the program.
