Authorizes grants to increase the number of qualified Indian teachers, principals, and other school staff and to train and keep them working in schools that serve many Indian students. The goals are to recruit more Indian educators, give pre-service and in-service training, improve the skills of those already working in schools, and help keep successful teachers and leaders who raise achievement for low-performing Indian students. Eligible entities are: institutions of higher education (including Tribal Colleges or Universities); state or local education agencies teamed with a college; Indian tribes or organizations teamed with a college; and Bureau-funded schools teamed with a Tribal College when possible. Grant money can pay for continuing education, workshops, mentoring (including mentoring in the first 3 years of teaching), direct financial help, and training cultural leaders or language experts to support school staff. Training for teachers can be pre-service or in-service. Training for other fields must lead to a graduate degree. Applicants must explain how they will recruit Indian candidates, use funds to serve areas with many Indian students, and help participants meet the work-or-repay rules. The Secretary may give priority to Tribal Colleges, must look at past performance, and cannot bar applicants because they got past grants. Grants run up to 3 years and can be renewed for up to 2 more years. People who get training must work in related jobs that benefit Indian students in high-Indian schools or repay all or part of the aid. Grant recipients must report on this work no later than 12 months after training ends and again later as required.
