Defines the key words used in this chapter so people know what each term means. Agency school board — a board whose members are picked by all the school boards of the schools in an agency (including contract or grant schools); the Secretary decides how many members after talking with the tribes. Bureau — the Bureau of Indian Affairs, Department of the Interior. Bureau-funded school — a school paid for by the Bureau, a contract or grant school, or a school helped under the Tribally Controlled Schools Act of 1988. Bureau school — a school or dormitory run by the Bureau. Complementary educational facilities — program spaces like libraries, gymnasiums, and cafeterias. Contract or grant school — a school or dorm that gets Bureau money under certain contracts, grants, or the Tribally Controlled Schools Act. Director — Director of the Office of Indian Education Programs. Education line officer — education staff who work under the Office Director in central, area, or agency offices. Family literacy services — as defined in section 7801 of title 20. Financial plan — the plan of services a Bureau school provides. Indian organization — any legal group owned or controlled by a federally recognized tribe or mostly made up of members of such tribes. Inherently Federal functions — noncontractable federal duties, including allocating and obligating federal funds; applying federal personnel, contracting, and grant laws and oversight; running hearings and appeals and representing the Secretary in them; issuing federal rules and policies; reporting to Congress and the President; setting policy, budget, and legislative recommendations; and duties tied to trust resources. Local educational agency — the local board or state agency that runs free public schools in an area. Local school board — chosen under tribal law or elected by parents; if many tribes attend a school, members are appointed by the affected tribal governing bodies and the Secretary sets the number after consulting tribes. Office — Office of Indian Education Programs in the Bureau. Regulation — any rule the Secretary issues to carry out the Act; this does not stop the Secretary from issuing guidance or internal documents like the Indian Affairs Manual. Secretary — the Secretary of the Interior. Supervisor — the person with final authority at a Bureau school. Tribal governing body — the tribe or tribes that represent at least 90 percent of the students at a school. Tribe — any Indian tribe, band, nation, or organized group (including Alaska Native Regional or Village Corporations under the Alaska Native Claims Settlement Act) that is recognized as eligible for federal Indian programs and services.
