The Secretary may use yearly funds for research and related work to help educate Indian children and adults. That can include studying which teaching methods work, reviewing federal education programs that might help Indian students, collecting and analyzing data on their education needs and carrying out other activities that fit the part’s goals. The Secretary can do this work directly or by awarding grants, contracts, or cooperative agreements to Indian tribes, Indian organizations, state and local school agencies, colleges (including Indian colleges), and other public or private groups. Research paid for with these funds must be done in consultation with the Institute of Education Sciences so the work is coordinated and supports the Institute’s research. The research can also be joint projects funded and carried out by the Office of Indian Education Programs, the Bureau of Indian Education, and the Institute of Education Sciences.
