Creates a grant program that gives money to schools and groups that teach mainly in Native American or Alaska Native languages. From a pool of funds set aside by law, the Secretary must set aside 20 percent for these grants. Eligible applicants are tribes, tribal colleges, tribal education agencies, local school districts (including charter schools), Bureau of Indian Education schools, Alaska Native regional corporations, tribal or Alaska Native nonprofits, and nontribal companies that have a plan to start, keep, or grow programs teaching in a Native language. Grants last up to 3 years. The Secretary must try to fund a variety of languages and may not favor applications just because of the school’s governance or partnerships. Public schools and nontribal organizations must include a certificate from a tribal college, a federally recognized tribe or tribal organization, an Alaska Native regional corporation or nonprofit, or a Native Hawaiian organization saying the school can teach in the target language and that enough speakers are available. Grantees must use the money to support language teaching and to train teachers and staff. They may also make or improve curriculum, create language-based tests that match standards, and do other work that helps keep the language alive. Applications must name the language, give student numbers and hours of language instruction, explain how funds will be used, show plans for strong academics and fluency goals, and promise to assess students in the language where possible and report achievement. Each grantee must send one annual report about activities, number of children served, and number of instruction hours. No more than 5 percent of a grantee’s yearly funds can be used for administration.
