Stops federal education money from being used for any part of a required national test or certification for teachers, principals, other school leaders, or education paraprofessionals — including planning, creating, running, or offering incentives for such tests. The education secretary also cannot cut or hold back federal funds from a State or local school agency just because it does not use a particular way to certify teachers or paraprofessionals.
