The State educational agency must consult with the Governor or officials from the Governor’s office while it writes State plans under subchapters I and II and section 7842. Those consultations must include meetings between agency and Governor’s office officials and must happen during plan development and again before the plan is sent to the Secretary. The Governor has 30 days after the agency gives the plan to sign it. If the Governor does not sign within 30 days, the agency must send the plan to the Secretary without the signature.
