Summary

The Secretary must use money set aside under the law to give grants to States. The States then give grants to Local Councils to pay the Federal share of local early learning programs. The Federal share pays 85% in years 1–2, 80% in years 3–4, and 75% in year 5 and after. The rest can come from non‑Federal sources in cash or as donations of things like buildings, equipment, or services. "Facilities" can mean letting someone use a building. "Equipment" means donated items, not just using equipment. A State can only get a grant if its total spending on early learning this year is at least as much as last year (not counting the non‑Federal share). Grant money must add to, not replace, other public funds. If less than $150,000,000 is available in a year, the Secretary will give grants directly to Local Councils by competition, will provide technical help and monitoring, and the Local Councils will carry out certain State duties while some chapter rules will not apply.
