Title 20 › Chapter 75— EARLY LEARNING OPPORTUNITIES › § 9409
The Secretary may use not more than 3 percent of the money appropriated under section 9404 for a fiscal year to pay administrative costs, including monitoring and evaluation. A State that gets a grant under this chapter may use up to 2 percent of its grant for coordinating early learning programs at the State level, up to 2 percent for administering the grant and reporting to the Secretary, and up to 3 percent for State training, technical help, and wage incentives for Local Councils. To get an allotment, a Governor must appoint a Lead State Agency after consulting state legislative leaders. The Lead State Agency must allocate funds to Local Councils as described in section 9411. It must also advise and help Local Councils; prepare and submit the State application; evaluate and approve Local Council applications under section 9412; make sure the State education agency and the State children and family services agency work together; send an annual report to the Secretary showing how all funds were spent and documenting the program’s effects in areas like parental readiness, early literacy, links among programs and with health care, access for children with special needs, expanded days/times and number of children served, affordability for low-income families, program quality from workforce supports, and removal of barriers such as transportation and nontraditional work hours; and make training and research based on current brain and early childhood development findings available to Local Councils.
