§9412 Local Applications

Summary

A Local Council must apply to the state's lead agency for help under this law. The application must be sent when and how the state asks and must include whatever information the state requires. The application must say that the local government, tribe, regional corporation, or Native Hawaiian group has set up or named a Local Council and that the Council has made a local plan for early learning. The plan must include three things: (1) an assessment of local early-learning needs and resources and a funding plan that matches that assessment, (2) a statement of how the Council will meet the performance goals the state reports, and (3) a description of how the Council will form partnerships among youth, social service, and school providers to share resources and focus help where it is needed most.
