Title 20 › Chapter 75— EARLY LEARNING OPPORTUNITIES › § 9412
To get funding, the Local Council must apply to the Lead State Agency when and how the Agency asks and include any information the Agency needs. The application must say that the local government, Indian tribe, Regional Corporation, or Native Hawaiian entity has set up a Local Council and that the Council made a local early-learning plan. The plan must include a needs and resources review with a funding plan; a statement about how programs will meet the performance goals the Lead State Agency reports; and a description of partnerships with youth, social service, and education providers to focus help where it is most needed.
