Title 20 › Chapter 75— EARLY LEARNING OPPORTUNITIES › § 9413
To get money under this chapter, a local government, Indian tribe, Regional Corporation, or Native Hawaiian entity must create or pick a Local Council. The council must include people from agencies that run early learning programs, parents, others who work on early learning or related services (like schools, child care, and health), and other local leaders. If a group like this already existed before December 21, 2000, it can be used instead. The Local Council must prepare and send the application described in section 9412. No more than 3 percent of a Local Council’s funds can pay its administrative costs. The council may name a qualified organization, including the State, to act as the fiscal agent to handle grant money.
