The Secretary must give the Director the job of carrying out this part of the law, except for routine admin and support work. But handing over duties cannot change the National Assessment Governing Board’s role or powers over the National Assessment of Educational Progress, including the test methods in section 9621(e)(1)(E), as they were under the National Education Statistics Act on the day before November 5, 2002. The Secretary still appoints the Board’s members. Section 9621(f)(1) applies to the Board. Sections 9515 and 9516 do not apply to NAEP or to the Board. The Secretary may also ask the Institute to run other activities if those activities match the Institute’s priorities approved under section 9516 and its mission in section 9511(b), or if they match the mission but do not pull the Institute away from its priorities.
