Research Commissioner must make sure research follows sound scientific standards and create any extra rules needed to guide how research is done, judged, and shared so it meets high professional quality. They must look at how NIH, NSF, and other federal agencies run research and ask research groups and the public for advice. They must also make sure research follows federal rules on misconduct. The Director must set up expert peer review for grant and cooperative agreement applications over $100,000 and for reviewing research results. The Research Commissioner must write the evaluation procedures and criteria (including, when relevant, linking long-term test scores, enrollment, and graduation data) and evaluate each award recipient at the end of the award. At least 50 percent of yearly research funds must go to programs of at least 5 years that support the Institute’s and the Research Center’s priorities and missions.
