Provides $400,000,000 for fiscal year 2003 and whatever amounts are needed for each of the 5 succeeding fiscal years to run and carry out this part of the law, except section 9564. At least the same amount the National Center for Education Statistics received in fiscal year 2002 must go to that Center under part C. No more than the smaller of 2 percent of these funds or $1,000,000 may be used for section 9516 (the National Board for Education Sciences). Provides $100,000,000 for fiscal year 2003 and whatever amounts are needed for each of the 5 succeeding fiscal years to carry out section 9564. The Director must set aside at least 25 percent of each year’s amount for rural areas, including Bureau-funded schools in rural areas. Money made available stays available until it is spent.
