Title 20 › CHAPTER 76 — EDUCATION RESEARCH, STATISTICS, EVALUATION, INFORMATION, AND DISSEMINATION › SUBCHAPTER I — EDUCATION SCIENCES REFORM › Part D — National Center for Education Evaluation and Regional Assistance › § 9564
Creates a network of 10 regional educational laboratories. The Director must award five-year contracts to organizations to run them. Money for each lab is set by the Commissioner based on how many local school districts and school-age children are in the region and how much it costs to serve that area. The 10 regions are the same as those in the earlier law as of the day before November 5, 2002. Eligible applicants include research groups, agencies, colleges, partnerships, or qualified individuals. Applicants must send an application and a five-year plan that addresses national priorities and the needs of all States (and, when possible, local districts) in the region. Labs must have strong governance, good management, and qualified staff. Each lab must do applied research, develop usable materials, share findings widely (including online), and give training and technical help to State and local education agencies, schools, teachers, parents, and others. Work covers running federal school programs, teaching methods, assessments, core subjects (math, science, reading), English learning, educational technology, and spreading promising practices. Labs must survey regional needs, hold open hearings, work with national centers and other assistance providers, help with school finance and administration ideas, and support school-improvement teams for struggling schools. A governing board that includes each State’s chief school officer and representatives of educators, parents, businesses, and experts must direct the lab, set its mission, and divide resources among States based on need. That board may include up to 10% of members from other sources for flexibility. The Commissioner will promote coordination, set review standards, and arrange an independent evaluation in the third year. Labs must file an annual plan and report by July 1, may take on extra projects, use the Department’s advance payment system, and can still receive other federal education aid. Contracts in effect before November 5, 2002 do not have to be changed.
