Title 20 › Chapter 76— EDUCATION RESEARCH, STATISTICS, EVALUATION, INFORMATION, AND DISSEMINATION › Subchapter II— EDUCATIONAL TECHNICAL ASSISTANCE › § 9607
The Secretary may award competitive grants to State education agencies so they can build and run statewide, long-term student data systems that manage and use individual student information in line with the Elementary and Secondary Education Act of 1965 (20 U.S.C. 6301 et seq.). States that want a grant must apply at the time and in the way the Secretary requires and provide the requested information. Grant applications are reviewed by peers for technical quality (including validity and reliability), for ways to link data across States, and to protect student privacy consistent with section 9573. The data must help States and local agencies meet ESEA and other reporting needs, close achievement gaps, and support research. Priority is given to applications meeting the voluntary standards in section 9543(a)(5). Grant funds must supplement, not replace, existing State or local funds. The Secretary must publish a report, with the National Academies Committee on National Statistics, within 1 year after November 5, 2002, and again 3 years after that date, covering State practices, privacy and linking, and best practices.
