Title 20 › CHAPTER 78 — SCIENCE, TECHNOLOGY, ENGINEERING, MATHEMATICS, AND CRITICAL FOREIGN LANGUAGE EDUCATION › SUBCHAPTER I — TEACHER ASSISTANCE › Part B — Advanced Placement and International Baccalaureate Programs › § 9833
The Secretary may give competitive grants to eligible groups to help more students in high-need schools take and pass Advanced Placement (AP) or International Baccalaureate (IB) courses in math, science, and critical foreign languages. Grants can last up to 5 years and must be coordinated with programs under sections 7114 and 7117 that provide college-level courses like dual enrollment, AP, or IB. Priority goes to projects that are part of a statewide plan to expand AP/IB courses (including pre-AP/pre-IB) in those subjects and to raise the number of students who take and score well on AP exams or pass IB exams. Applicants must describe their project goals, how they will prepare students, train and qualify teachers, involve colleges and community partners, use the money, and measure success. Grant money can pay for teacher training, course and materials development, grade-to-grade planning, online course access, helping low-income students pay exam fees, data collection, subgrants to local districts, and bonuses for teachers who become qualified or help more low-income students take and pass exams. Recipients normally must match the grant dollar-for-dollar from nonfederal sources, except high-need local school districts match no more than 50 percent. The Secretary can waive the match for certain entities named in section 9832(2)(A) or (B) if matching would cause serious hardship. Grants must add to, not replace, other funds. Grantees must report yearly on student enrollment, exam-taking and scores, and teacher training, broken down by subject and student groups, and the program will get an annual independent evaluation and a report to Congress. Congress authorized $75,000,000 for each of fiscal years 2011 through 2013 for this program.
