"Foreign opioid trafficker" means a foreign person the President finds plays a major role in opioid trafficking and may include certain entities or senior officials of the People’s Republic of China that meet listed criteria, including failing to take credible steps like know‑your‑customer checks or aiding trafficking. "Foreign person" means a foreign citizen or an entity not organized under U.S. law and does not include a foreign government. "Knowingly" means actual knowledge or that a person should have known. "Opioid trafficking" covers illegal acts to make, move, sell, finance, transport, attempt, or help others with synthetic opioids or the chemicals and ingredients used to make them. "Person" means an individual or entity. "United States person" includes U.S. citizens and nationals, lawful permanent residents, entities organized under U.S. law (including foreign branches), and anyone located in the United States.
