The Secretary must have sanitation experts inspect any place that slaughters or processes meat for sale and must create the sanitation rules those places must follow. If an establishment’s dirty conditions make the meat unsafe or adulterated, the Secretary must refuse to let that meat be labeled as inspected and approved.
