Brand makers, printers, and others must not make any item that shows an official mark, label, or certificate, or a copy of one, unless the Secretary allows it. No person or company may (1) forge official marks or certificates; (2) use, change, remove, or damage official marks or certificates without permission; (3) ignore the Secretary’s rules about using or destroying marks or certificates; (4) knowingly keep official devices, fake certificates, or animal parts or products with fake marks without quickly telling the Secretary; (5) knowingly lie on a shipper’s or other required certificate; or (6) knowingly say something was inspected and passed or exempted when it was not.
