Keeps the powers that the Federal Food, Drug, and Cosmetic Act gave before December 15, 1967. Other laws do not reduce those earlier powers. The detainer power in section 672 also applies to any authorized representative of the Secretary of Health and Human Services when enforcing the Federal Food, Drug, and Cosmetic Act for any carcass, carcass part, meat, or meat food product of cattle, sheep, swine, goats, or equines that is outside places where inspection is being done under this chapter. In that use, the word "Secretary" in section 672 means the Secretary of Health and Human Services.
