Defines several key words used in this part. "National of the United States" is either a natural person who is a U.S. citizen, or a corporation or other legal entity organized under U.S., State, District of Columbia, or Puerto Rico law when U.S. citizen natural persons directly or indirectly own 50 percent or more of its outstanding stock or beneficial interest. "Commission" is the Foreign Claims Settlement Commission of the United States. "Property" covers any property, right, or leasehold, any debt owed by Vietnam or by an enterprise that Vietnam nationalized, expropriated, or took, and any debt that is charged on such property. "Vietnam" includes the Government of the Socialist Republic of Vietnam; any predecessor authority in South Vietnam on or after April 29, 1975 (including the Provisional Revolutionary Government of South Vietnam); the former Democratic Republic of Vietnam; and any political subdivision, agency, or instrumentality of those entities. "Claims Fund" is the special fund in the U.S. Treasury made up of sums paid to or realized by the United States under any agreement between the U.S. and Vietnam that settles the claims described in section 1645b.
