The Commission must tell the Secretary of the Treasury each award amount in U.S. dollars. The Secretary must pay awards from the Claims Fund in this order: first, pay $2,500 or the award’s principal (original award), whichever is less; next, make payments in proportion to each unpaid balance of all awards using the money available; after all principals are paid, interest may be paid in proportion. Payments must follow rules the Secretary creates.
