Title 22 › CHAPTER 31 — INTERNATIONAL TRAVEL › SUBCHAPTER III — ADMINISTRATION › § 2124c
Creates a nonprofit called the Rural Tourism Development Foundation to help plan, develop, and run projects that bring more foreign visitors and tourism money to rural parts of the United States. It will make and share educational and promotional materials about rural attractions (including Federal parks and lands), help develop resources for rural tourism, and work with federal agencies to get these materials to private businesses, state and local governments, tribes, and others. The Foundation is run by a Board of Directors. At first the Board has nine voting members, then may grow by up to six more under its bylaws. The Secretary of Commerce must appoint the first nine within six months after September 30, 1992, and other members are chosen under the bylaws. Voting members must not be federal employees and must include people with tourism promotion experience, plus at least one each with conservation, financial, tribal reservation tourism, regional or national tourism group, and state tourism experience. Terms are six years, with staggered starts and vacancies filled within 60 days. The Secretary and representatives of federal recreational agencies (for example, the National Park Service, BLM, Forest Service, Corps of Engineers, Bureau of Indian Affairs, TVA, and others) are nonvoting members. The Board meets at least twice a year, elects a Chair and Vice Chair for two-year terms, and members are unpaid but can be reimbursed for travel. The Foundation can accept gifts and bequests, manage investments, sign contracts, hire staff without normal federal hiring rules, is tax-exempt, and continues indefinitely. Board members are not personally liable except for wrongdoing. The Foundation must send an annual report to two Congressional committees with a full financial statement. Definitions: Indian reservation, Indian tribe, local government, and rural tourism (set by the Secretary and including federal sites, reservations, and U.S. territories).
